In line with Cabinet Directives received vide C-3/108/2021/1177 dated 30 December 2021, and MoAF approval the Department would like to notify the following surface collection and riverbed material dredging sites for export of materials through Open Auction, that will be conducted by respective Joint Auction Committees and in line with provisions of the Guideline for Open auction of Sites for Surface Collection and Riverbed Material Dredging for Export, 2021.

The above sites will be put in open auction on 4th May 2022 at CFO, Samtse DFO for sites at Tading and Phuntshopelri; on 6th May 2022 at CFO, Gedu DFO for sites at Bongo and Phuntsholing and on 9th May 2022 at CFO, Dagana DFO for sites at Lhomoizingkha. The following shall apply to all interested bidders:
- Any Bhutanese Citizen of legal age or any entity shall be eligible to participate in the open auction.
- All current operators holding surface collection and RBM dredging sites for export shall not be eligible to bid in the open auction.
- All eligible bidders participating in the open auction shall be assumed to have physically inspected the sites they intend to bid for during the open auction.
- All eligible bidders may register with the concerned CFO at least a day prior to the open auction date mentioned in this notification.
- An eligible bidder registered for the open auction shall deposit an earnest money of 2% of the reserved price for a site before the bid for the site starts. The earnest money shall be refunded to unsuccessful bidders after completion of the open auction.
- For sites at Lhamoizingkha under Dagana, there is currently no formal export trade route. While the Ministry of Agriculture and Forest has requested Ministry of Economic Affairs to intervene, the MoAF shall not be liable for any shortcomings related to export route.
